Mission
The eye care program mission is to strengthen national and local eye care programs
in collaboration with ministries of health, other government agencies, NGOs,
universities and social security.
The regional eye care program was established in 1992 in recognition of the
large proportions of the population suffering eye diseases that cause visual
impairment and blindness and that about 80% of cases are curable or preventable
with the appropriate eye care services. The program main objective is to extend
and promote eye care to the entire population in Latin America and the Caribbean
and to provide assistance to member countries with the goal of reducing preventable
blindness and establishing eye care programs with emphasis on cataract surgery,
childhood blindness, refractive errors, diabetic retinopathy and low vision.

- 1. Obtain and analyze
information on eye diseases and eye care services through collecting available
information produced by other organizations and promoting studies sponsored
by PAHO as rapid assessment of cataract surgical services, qualitative studies
and studies on availability, access and affordability of eye care services.
- 2. Promote national
or local eye care programs by increasing availability of services trough human
resources and infrastructure development, increasing affordability by the
organization of low cost production of spectacles and eye drops and increasing
physical access through the organization of outreach and satellite clinics.
- 3. Development
of national policies by the design of norms and guidelines and the inclusion
of eye care in the packages of health care benefits.
- 4. Promote eye
care in all regional and sub-regional congress of ophthalmology to stimulate
the professional participation.
- 5. Develop new
strategies to increase access and affordability of eye care services
